Building Institutions That Survive: A Political Architecture Approach to Governance Reform in Canada and West Africa
Why do well-designed governance institutions fail to endure? Drawing on Canadian intergovernmental emergency management and Ghana’s hybrid formal–traditional governance, this working paper introduces Political Architecture — a three-lens diagnostic of authority distribution, competing legitimacies, and institutional sediment — and argues that durable institutions cannot be designed without first understanding the political architecture they enter.More
